Howard Brown has been Of Counsel to SFMS since 2013 via his London-based firm HS Brown Limited. The two firms have established a strategic working relationship for the purposes of representing international whistleblowers in the United States.
Mr. Brown is a dual-qualified New York Attorney and English Solicitor-Advocate and acts as the principal point of contact for all whistleblower cases arising out of Europe conducted under this working relationship. His practice is concentrated on representing clients with False Claims Act, whistleblowing and qui tam claims and specializes in cases which, although lodged in the United States, contain dimensions that are extra-territorial, primarily arising in the European Union and/or involving issues of UK or EU law.
Howard is a graduate of University College Cardiff (LLB 1977) and University of Westminster (LLM 2011). He is a member of the Law Society of England and Wales, as well as a member of the Fraud Advisory Panel, an organization which acts as an independent leader of the counter fraud community in the United Kingdom, aiming to raise awareness through education, training and advisement. Howard has a broad range of legal experience, having previously worked as an Investigative Lawyer for the Serious Fraud Office and as a Solicitor-Advocate for Lansbury Worthington Solicitors.
At HS Brown, Ltd., Mr Brown on behalf of that Law Firm undertakes white collar crime defense, advocacy in the Magistrates Court and Crown Court and advises on legal/regulatory compliance issues. Mr Brown has also served as lead defense solicitor in several noteworthy cases in the UK involving homicide and narcotics trafficking: Regina v. Caccavale & Others: Regina v. Mandair: and Atlan v. UK. A native English speaker, he is a permanent resident of London, England, but travels on behalf of HS Brown, Ltd. throughout Europe and, upon occasion, the United States.
